The brackets mount to the side of a roof rack or the cart top supports/struts. The brackets lift and pivot/swivel to a parallel position to the cart when they are not in use. The brackets lift and pivot/swivel perpendicular to the cart for carrying a surfboard, paddleboard, or ladder. Brackets come in a set of two. Mounting hardware is not included.
